FY 2025 Funding Plan

NIAMS FY 2025 Enacted Level: $685,465,000

NIAMS is operating under the Full-Year Continuing Appropriations and Extensions Act, 2025 (H.R.1968) signed by President Trump on March 15, 2025. The funding plan below for research and training grants represents the most current information as of the date cited above; however, many factors occurring throughout the fiscal year can affect the operating policies, thus they are subject to change. For clarification, it is always best to check with an appropriate Institute official.

Competing RPGs

  • Competing R01 applications will be paid through the percentile of 8.0.
  • Competing R01 applications from early-stage investigators will be paid through the percentile of 15.0.
  • Competing R21 applications will be paid through the percentile of 8.0.
  • The payline for competing R15 applications is pending at this time.
  • The payline for competing R03 applications is pending at this time.
  • Reductions from direct costs recommended will be approximately 15 percent. No reductions will be taken on applications with direct costs of $100,000 or less.
  • Rarely, NIAMS receives an application that is within the Institute's payline but is deemed to be of low program priority. An application can be considered low priority for many reasons, including (but not limited to) redundancy with other projects, concerns about the ultimate relevance of the proposed study's results, or a lack of scientific premise.

SBIR/STTR

  • The payline for SBIR applications will be paid through the priority score 26.
  • The payline for STTR applications is pending at this time.

Research Career Awards

  • Competing K01/K08/K25 applications will be paid through the payline priority score 25.
  • Competing K23/24 applications will be paid through the payline priority score 25.
  • Competing K99 applications will be paid through the payline priority score 25.

Research Training

  • Competing research training fellowships (F31, F32, and F33) will be paid through the percentile of 19.
  • The payline for competing research training fellowships (F30) will be paid through the percentile of 19.
  • The payline for competing institutional training applications (T32) will be paid through a priority score of 27.

NIAMS Budget Escalation Plan

Inflationary increases for future year commitments are not permitted. NIAMS does not allow out-year salary escalations for individuals providing the same effort from the previous budget year’s salary request in competing and renewal applications, regardless of the reason for the requested salary increases, e.g., merit-based or cost of living. This applies to other cost categories as well, e.g., supplies, travel, etc. Any non-inflationary, justified reason for year-to-year increases within a budget category should be clearly stated in the budget justification.
